I'd like more details. What format is the map, is it MTA native or DFF/TXD/COL. If the latter, you will have to extract all of the .col file's contents into separate .col files. MTA does not support collision archives. You can open this file with Steve M's Collision Editor, select all, right click export -> single collision models.

What happens if you assign a custom texture to its DFF material and load in a custom .TXD?

In the past I haven't had luck with vehicle upgrades, and I believe @Platin - xNikoXD had problems with vehicle upgrade shaders too. Perhaps if he sees this he may be able to weigh in

You can use a simple texture replacement shader for replacing the vehicle lights texture. The texture names are vehiclelightson128 and vehiclelights128.
