The downgrader doesn't use P2P; it's a direct download. If you were talking about the MTA client, there are both Torrent links and standard HTTP links. Here's the official one:

Yes. When it comes to the SDK, the only limit is the ability of the programmer.
They managed to do it in one of the Race betas, error, but they removed it because it caused all kinds of other issues. They may add it later on, but it probably won't be in the first release of MTA:SA DM.
Well, pausing certainly isn't an issue in MTA:SA DM, and you could choose to remove cars from the map, so the experience should be a lot better than what you are describing now.

Either way you'd still be paying. The problem with home servers is that they can generally only suit small numbers of players, as ISPs often impose monthly download/upload caps and cripple upload rates.
