But with strict rules, what's the point of offering admin as a "payment" (which is bull) then? That's like saying, "If you do this, I'll give you this car, but you can only take it to the store, and you have to push it,"
Then start your own server and mod until you get sick of that too. If all you wanna do is play with modified handling, you might as well just stick to your own server or even play single-player.
I doubt that will happen, and I also doubt it'll really be needed. If it works on or with SCM, the chances are 0% anyway, since that's disabled in MTA.

A chimp could probably be trained to change IP without any major problem.. and people can't just write random crap on a computer and hack your server. If they can, that's either your or your software's fault..

Yup, definitely impossible. Either make the function back into a regular function, or.. write it twice. Obviously this last solution isn't quite ideal.
This is something you might want to reconsider. Being forced not to change one's name is just annoying, and from a scripting point of view, I can't see a good reason to impose that limitation on your players. From an administration point of view, I might, but in either case there are better solutions.
What do you have against nick changes?
I'm not really too clear on the other requirements. CPU, bandwidth and memory consumption depend on too many different factors and variables to be able to give a good estimate - number of players, running resources, database interaction, the way running resources are scripted, what the players are doing, etc.
