You're probably better off buying Vice City and playing that, it won't be a while until MTA Blue is out. They are already on the 4th semi-public beta, and the game still hasn't been released, so it's probably going to be a while yet

1) The Vice City folder is read only. You can change that by right clicking on it and unchecking the "Read Only" box. 2) If you install a mod over Vice City, you will not be able to play MTA since it does not function alongside 3rd party mods. You need a clean install of Vice City to be able to play MTA.
