Obviously if you remove the exe, the patch can't do anything because there's nothing to patch. I suggest you go and find your DVD, either that or buy another copy.

Lag at the start of the race when there's 20 other cars on the screen is normal. As for every 10-15 seconds, could it be another process running which does something every 10-15 seconds, such as anitvirus checking update server, something checking something else anyway?

You have to bear in mind that there's a very small selection of people who find a mod for a game and think that they can download the mod and play it without the game actually installed.
You don't need to open ports to play the game, you only need to open if you want to host a game.
If you need to MTA SCM files back, just reinstall it and it will put the original files back there.
Oh and you press Home or V next to a vehicle to enter/board as a passenger, but don't jump onto a motorcycle as a passenger if there isn't a driver, because the game will crash. You're fine to get in any other vehicle as a passenger even if there isn't a driver, though.
The netcode for on-foot synchronisation hasn't been released yet, and I highly doubt it will ever been open source. It is not possible to walk in MTASA yet, at least not in the versions which are publically available. You'll just have to wait like the rest of us until it is released.
