Try skipping the MTA Center login when you're installing.

Make sure you've disabled Windows Firewall, any Antivirus software with intrusion blocking (such as Norton). Also try asking someone to portscan you to see if anything is being blocked.

Handling.cfg should have been placed there when you installed GTA Vice City. If it's not there, uninstall and reinstall the game.
