You only need to start MTAClient.exe (usually referred to as MTA), and Vice City. Not the server.
Make sure that the version number in the top right of MTAClient.exe (MTA) is correct. That may fix your problem too.

Is your firewall configured correctly? I think MTA also needs port 2126 (2003 + 123).. however i'm not certain. it may be worth a shot.
one of the worst MTA errors is the one that occurs when someone quits the game while in a car. It crashes everyone on the server, and the server. Very annoying.

roll back your drivers, and check out the nVIDIA site for help, since this has little/nothing to do with MTA.
The slow loading textures is a common problem. Re-installing VC might help. The textures may simply have to be toyed with by a new install of VC.

you'll want the Linux server.
If you plan on playing on your server from windows, then you'll want the Admin Panel too (so you can kick/ban/reset server from afar).
I'm pretty sure that you can edit the main.scm to add the players-on-wings (just don't do it in MTA)... Like with the mission where you take over the mansion...
