yes, MTA:VC is working far better than 0.3b... that, and there are far more players.
If you look back a page in the forums you might find some 0.3b stuff that can help.

It depends on the games you're playing... Sometimes it's unnoticable, yet other times I can't stand it. I'm still partial to the good ol' beige box
However I was using an older monitor, so I'm not sure how well the new ones work.

I think the original plan was to release GTA3:MTA and MTA:VC as one, single program. Not sure if they're still doing that though...
They are working on GTA3:MTA, just not with the zeal of MTA:VC
The default folder for vice city is E:\Program Files\Rockstar Games\Vice City
try installing it there.
MTA should NOT be installed in the same folder as Vice City. It's usually in E:\Program Files\MTA
(oh, and replace E: with whatever drive letter your's is)
