isn't F2 used to save a replay though?... hmm...
I know that playing one back, or hitting F1 will desync you, but I've never heard of F2 desyncing a person.

Player 1: Start server, no ASE reporting
Player 1: Connect to 'localhost' (no quotes)
Player 2: Connect to the server's IP.

To find the server's IP (under windows):
Start -> Run...
type 'cmd' (no quotes)
type 'ipconfig' (no quotes)

Some people have managed to get a No-CD crack working, but I don't know how they did it. This'll probably be locked since there appears to be a strict no-warez/no-cd crack policy around here (even if you own the game).
you usually have to aim ahead of the person... And, if it's a cop, they have armor, and it isn't shown in the health bar.
If you're still uncertain, ask someone to help you out, and ask if they can see you shooting, and if you're hitting them.
What OS are you using?
Go Filter -> Configure Games...
Find 'Multi Theft Auto', select it, hit 'browse', and find MTAClient.exe (should be in C:\Program Files\MTA\MTAClient.exe)
hit OK and it should work correctly.
*cry*... sometimes I'm amazed at people.
Do NOT use mods, it usually fscks up MTA. Make sure that the version is correct in the top right corner of MTA (where it says 1.1/1.0)... The version thing is what caused the crashes for me.
