I think you could probably make that at the moment with MTAMA, although it would be fairly rudimentary. They haven't announced all of the gamemodes for GTA3 yet, so this may be featured already. If not, MTA Blue will allow you to create your own gamemodes and modifications.
Yeah, I've found that it's stolen a little of Blue's thunder for me. However, at least it means that people should still be playing GTA3 after the release of Blue.
Threads get locked because they get spammed or they turn into flame wars. I see no reason why this should be closed at the present time.

Go to Add / Remove Programs and uninstall GTA and MTA there. Then go to C:\Program Files and make sure that the Multi Theft Auto and Rockstar Games\GTAIII folders are gone.
Bingo. There's your problem.
MTA does not currently support the use of mods or other enhancements. If you still want to use your skins, you will have to install GTA a second time (in a different directory) and use that for MTA.

For the release of 0.4, they gave server admins a head-start of about 20 mins so that people would be able to play straight away once the client was released. It would be even more annoying if the client was released and you had to wait around for someone to set up some servers before you could play.
