Did you mean you have the latest graphics card driver installed? DirectX and drivers are separate things. Does the issue occur on all servers?

What's your video card? Try updating your DirectX runtimes. You can try adjusting the "draw distance" option in GTASA's settings. Does it happen in single player?

The only scripting language for MTA 0.x servers is MTA:mA, which is mIRC based.

I'm thinking that issue is that your antivirus is blocking MTAClient.exe upon extraction, so try disabling your anti-virus program.

Are you getting only that NSIS error? If so, redownload the installer and try again.

Add an exception for mta_full_installer_repack.exe and MTAClient.exe in your antivirus program. There is no virus or malware, MTAClient is being detected as a false positive primarily because of its mediocre anti-cheat system.
