Okay. Just for shits and giggles, try installing Realtek's audio driver even though yours is current. Have you installed this driver already, or are you using Microsoft's bundled driver?

GTA:SA's peds disappear when you turn around or move out of their node range. I'd imagine it's extremely difficult to sync due to their dynamic and constantly changing nature.

I have already provided Kaitto with a list of updated drivers in an above post.

Rockstar did respond to one of MTA's earlier variants in 2003. But, likely due to the fiasco regarding Hot Coffee mid-2005, Rockstar probably just shuts itself away from all mods nowadays and doesn't give any recognition or praise to anybody. At least they've remained neutral, I suppose.
