If you renamed the server directory, you must rename it to its original name. If you changed the Multi Theft Auto directory name, that should have no effect as far as I know.

No, you should not buy any new components to upgrade your very old, limited hardware. Save up your money for a new computer. Your slow and inefficient Pentium 4 and use of hard to come by DDR1 will bottleneck any video card you can purchase today.

1.1 includes new shader effects which some servers may be using and may be taxing for those with very old or underpowered video cards. Updating graphics drivers and obtaining the latest DirectX runtimes seems like a reasonable place to begin with to me.
