You're admitting you've been cheating at MTA:SA until now? Great.
Either ways, yes, uninstall the game, install it clean and then make a copy of the whole directory and mod that. Install MTA in the directory of the clean game and play on that.
Cheating at MTA is not allowed, as the EULA states.

Edit: a rank script would be good, which keeps track of how many races you've won, and at the end of every map it echoed the top 3 people (and how many races they've won) in the chat. Also a !rank or !rank command to show yours or someone elses rank.
Did you download GTASA? I know this is a common bug for the downloaded version, but that shouldn't be discussed here as it is illegal. Plus, this shouldn't affect MTA anyway since the characters are always in/on a vehicle.
When you post a help request in this section, try to give us as much information about your problem as you can. This includes the following:
detailed information about the error a description of what is visually shown on screen any error noises you may hear maybe a screenshot if possible your system specs which version of the game and executable you are running your location
Providing the above will help us out to sort your problem rather than just saying "MTA doesn't work".
It depends what port the server is running on. Not all of them run on the default (22003). Plus, I didn't have to open any ports for my game/server browser to function, only had to allow it access to the Internet through my firewall and then it was fine. If you're using ZoneAlarm firewall, make sure you go into Program Control and allow it full access to the intorweb.
