Heres what the manual says you may not distribute a modification that contains an executable file that has been changed or modified in anyway That means you cannot Release the gta3.exe file at all. But you can tell people HOW to edit it. I don't think he was on about modding the game I think he was on about the actual .exe file itself Link to comment
