well if a game needs dx 9.0 than you WILL need to install it somehow, are your video drivers and all the gfx stuff up to date? some pc specs wouldnt be bad i think

go to your gtavc\TEXT folder and copy all files in there EXCEPT of american.gxt, then go to gtavc\MTA and paste them in there, voila

you can only play mta gta3 with a 1.1 gta3.exe, dl a patch somewhere
