theres a mission very early on where you have to test your shooting skills by shooting the cans and stuff, it says you hold down RMB to lock onto a target and then click LMB to shoot, and you can cycle through your targets by holding down RMB and moving the scroll wheel...but thats bs

this is like a poll on another board, whether or not to make it an action shooter like the current mta0.5 with different servers for different islands and a playerlimit of 26 per server, or whether to make it MMO and include all islands and have a playerlimit of ~150 or so. obviously the MMO server would have to be run on a very powerful machine, as opposed to the single island servers.

you also have to control the chase camera when your driving a car, and they are very difficult to control (the cars)

there is no crosshair, its got the aim+shoot function like sa on ps2, except for unlike gtavc for pc, you cant change the aiming mode. and banning chris for asking a few simple questions in irc was a bit out of line.

Use the admin tool that comes with the server. Connect to your LAN server and just use the Change Weather button whenever. An alternative is to use a Constant Weather script, such as Oli's GRS script.
