correction, microsoft has a large fiber backbone, around 13gbps as far as i remember. yes, japan offers 1gbps direct fiber for a considerably low price, probably what the UK or USA residents would pay for a 10mbps connection. a good upload rate would be 1mbps, but residential cable/adsl connections tend to only offer upto half of that. if your serious about home hosting, a good connection to get would be maybe a 1mbps or 2mbps SDSL line.

you dont have the same local ip, only internet ip, and internet ip does not matter when your playing a LAN game. your lan ip is probably something like 172.0.0.1 and his could be 172.0.0.2 or so, its manually configured.
