From that page :

Make sure you read the .txt file in the directory for guidlines. Basicly ANY REASONABLE FILE SIZE IS OK (500 megs sounds reasonable to me, doesn't it to you?). Just use your favorite FTP software.

I guess they wont mind u uploading 400 mb .. 500mb sounds reasonable to them . So .. upload on !

P.S : Divite it into like 4 parts . for faster downloading ..

And to all thats gonna download . use some kinda download program like flashget , or DAP (they have a free 30 day trial ) ... with these programs u'll download all 400mb in 20 minutes max .. (depending on ur connection that is .. )

I've seen it and I like it and I have some feedback for you:

1: It is way too long.

2: What's up with the frame-rate? At times the cars can't move at all and the other moment they go fast as hell. This made it anoying to watch.

3: The story had like 1000 spelling-errors. That's no good thing.

4: The story it self was pretty much alright but could have been better.

5: I liked the view's.

Overall I liked it and I give it a 8/10.

2.People have different comps plus i had to compress it alot so people wouldent moan about downloading it.

I liked it, it is one of your best so far Mike. Congrats, thou the only problem was Tommy Vercetti's Robber outfit was a bit well, glitchy . I think it could of used some stunts in it, in like a chase video.

Overall: 9/10
