You use a different function to set rotations, anyway as MrJax said you'll be able to see the documentation for the functions (and their arguments) once it's complete.

Uh, all forums are like this. It would be pretty hard to follow a discussion reading posts in reverse order.
How do you get to the idea they got of C++? That has nothing to do with Lua, the core and the MTA files are all written in C++ (and other stuff, x86 assembly I was told once) but they just build Lua support on top of it.
It has been stated that the SDK will use C++.
It could be some MTA bug if single player is fine. Did you try uninstalling MTA and GTA?
If you choose to buy a new card, DO NOT get another GeForce 6200, you won't notice any difference. 128MB of onboard RAM is perfectly fine for this game. I would suggest a 6600GT or something similar.
When does this happen? Do you get 10-15 fps when there are a lots of other cars nearby, when there are 1 or 2, or when you're alone?
What is your performance like in single player?
Also, the best thing to buy would be a faster video card, your RAM should be enough.
There are no vehicle respawn pickups.

No, there are vehicle respawn options, these were covered in a blog post a while back. This has nothing to do with any pickups.
