as I've said before, the BF1942 system is VERY effective.
more than 5 lines in about 3-5 seconds (or more than 5 radio calls in 3-5 seconds), and it disables your chat and radio for a certain period of time (around 10-20 seconds). no kicks, no bans.
pretty much every mod is installed/uninstalled differently.
to make sure your VC is clean, un-install, delete the VC folder, and re-install.
MTA:VC can easily be un-installed, as it has an un-installer, and doesn't put anything in the VC folder

yes, it does work over lan.
Computer 1: Start server
Computer 1: Join server using MTA. the IP should be 'localhost' (no quotes).
Computer 2: Join server. You can find the IP of the server by:
TO FIND THE IP OF COMPUTER 1/SERVER:
Go Start -> run...
Type ipconfig
one of those is your IP
it's not really a cheat, more of a bug.
people join, and their client "forgets" to sync up all the cars. The person who just joined the server sees the PCJ 600 sitting at the start, instead of you jumping with it.
it'd be kind of hard. it's like downloading stuff over a modem. sometimes it'll zip by, then halfway through it'll slow to a crawl, and the remaining time jumps up 10 times.
well, lag is usually properly known as warping... people suddenly appear 10 feet away.
you usually hear people talking about pings as "I have a high ping"
and lag as "laaaaaaaaaaaaaaaaaaaaaag"

you have to own GTA: Vice City, or GTA3. (I recommend GTA: Vice City).
And yes, you have to buy the game, you can't download it
