I recommend purchasing a legitimate version of GTA SA. It's difficult to provide support for cracked copies of the game as they may not run correctly G2A sells Steam keys for instance, but there may be cheaper alternatives

You can find the texture in GTA_int.img -> picture_frame_clip.txd -> CJ_PAINTING9 Replace the texture with a different texture using e.g. TXD Workshop
