So you're saying that people would stop playing Valve games if they didn't have voice chat? They would just use Teamspeak instead.
Maybe voice chat will be added for a later release.
Well, they claimed that it was exclusive to the PSP... and it turns out that it isn't, so a PC release wouldn't surprise me. They'll announce it after the PS2 version is released most likely.

Bump: I don't get this problem but I have heard it reported by people with PCs that are a lot faster than mine, so it's not due to slow machines. I think the best thing would be for the MTA team to write their own frame limiter at 30 FPS.
I don't have access to a machine running MTA:SA at the moment, but it looks to me like there may be a value missing in the config file. Server port isn't normally the first one, is it?
A few people get this but we haven't been able to replicate this. The team have optimised the code for 1.1 in the hope that this issue will be fixed. What are the specifications of your PC?
If you are running it on high priority, that could be your problem. Sometimes when you do that, the game will respond before your drivers do, so it will lag. The likelihood of this happening increases if the game takes up a lot of resources (which it does when MTA is injected into it).
People kept saying that MTA was running at low priority, but it runs at normal priority for me. Setting it too high can cause problems though, as the game could respond before input drivers do, so you'd get keyboard and mouse lag.
