For version 0.2.2 there was a great restart utility that would get you back in the game when you timed out and it would restart your game when it crashed. It was so beautiful. The MTA team took a dislike to it because they wanted to encourage people to close the client and reconnect when your game crashes. Nobody does this to this day... But ofcourse this application does not work on version 0.3

My impression was that GTAWO was meant to work with GTAT or in cooperation with GTAT if that is the case it might be some time since GTAT .5 is still in prerelease testing now. edit I looked into it and it seems to be with GTAT multiplayer GTAWO SITE there is also a GTAWO mod thread in this section already. here
