As far as I know, on a 1.0.5 default server you couldn't use data files modified. Anyway, the way to do that is editing the mta config file: <verifyclientsettings>1</verifyclientsettings> Set that to 0.

Eso no importa, es solo para los autos eso (por las supuestas colisiones que ni sirven), pero también se puede intentar.

Puedes usar el shader llamado "Shader_Textures", precionas 8 y saldran una lista de texturas, pone 7 y 9 para navegar en ellas, mientras naveges se te pondran muchas texturas de colores. Cuando encuentres la bandera (la bandera tiene que estar a la vista y para saber si es la textura correcta deberia estar de colores) pones K y ahi estará la textura.

Puedes actualmente encontrar algun DFF que tenga forma de bandera y cambiarle la textura. Ademas, como dijo Castillo, hay varias banderas en el Map Editor la cual puedes retexturear a la bandera de tu país.
