you can modify weapons easily by editing a few things in notepad (dunno how they did it in MTA:VC though), I once modified a baseball bat to throw grenades

there's a special forum for that called "Scripting"

put the downloaded maps in this folder MTA San Andreas\mods\map_editor\maps, start the map editor, load the map you want to play and select Start with custom vehicle and choose whichever car you like

you can find loads of maps on the center, anything you want http://center.mtasa.com/?p=search

sure, that's possible, also you can download the map and play them in the map editor

I don't understand what's your point, modifying those files should be allowed? even if it gives you a tiny little advantage it ruins fair-play I know good racers, extremely skilful racers who complete races every time with no mistakes, often only milliseconds seperate them..
