Its really fun when you're up there. Its not cheating, its a trick to getting up there. Oh and btw to KFC, 911 was banned for hacking his car to fly straight up there.

Take all the cop cars to or away from the door of the hospital? And in what allignment?

cops spawn near cop cars, so you put them all in one spot, you guarenteed to spawn there. a side effect of this is that you spawn on top of something (like a building) if it happens to be where you are spawning
