Its not hard to make a userbar...there is even a tutorial on how to make them.

Use the Circular Marquee tool, then go from corner to corner. Fill it with white, and change the opacity to about 30-50.

The quality in your Userbar isn't good though.

I think they change a little too rapidly, perhaps slow the animation down a little? At least give time for the eye to scan from one end to the other to take in the image and the text
