Omg, of course you can use helicopters and cars to transport players. The base have to be reachable by foot means that you cant take any base where you cant enter by foot. Ok as an example if you defend Robinas Pharmarcy, of course your opponent can transport players with cars/helis to your base.

Indeed you can enter the base with car but make sure there is no carkill.

Strangest group is factually B. Maybe it was miracle, but I still wonder how there is three non-famous and one Championship organiser clan in same group. Another thing, why he put all famous and strong gangs to group A and D. Presumably organiser wants strong knock out strong gangs and he hopes it gives him a free way to won hes own league.
