Yes it matters that u have Uultimate vice city, MTA has to be run on a clean installation of VC. No u dont have to start a new game if u reinstall VC, just dont delete ur Game Saves folder in ur My Documents folder

Well ASE is messing up for some ppl. If u look at the ips for 2 of the official servers they are the same. Try going here http://www.mtavc.com/servers.php it should work if u copy and paste the ips, other than that i dont know
