Run Windows Update and install all critical updates. If that doesn't help, run sfc /scannow from a Command Prompt (run as administrator). If that still doesn't help, your Windows install is messed up somehow.

Graphics driver
Audio driver
Wireless driver
Storage driver
Touchpad driver
Visual C++ 2012 runtimes (required for MTADiag to work)
Provide an MTADiag log after installing.
Please install the following:
Graphics driver (326.80 beta - just to see if it would help)
Audio driver
Wireless driver
Provide another MTADiag log after installing.
Please install the following:
Graphics driver 1
Graphics driver 2
Audio driver
Storage driver
Visual C++ 2012 redistributable
MTADiag will run after installing the redistributable; provide an MTADiag log after installing.
I didn't say it was this UI0Detect.exe causing your issue, sorry if I was unclear. I will ask a developer to see if he has any ideas about your issue.
