You must have a legal copy of GTA:SA. It should be fairly cheap on Steam.

Try MTA:SA 1.3.2.

Firstly, right click on Multi Theft Auto.exe, select 'Properties', then the 'Compatibility' tab. Makes sure everything is unchecked. If that doesn't help, download and run MTADiag and follow the instructions.

Evolve is causing your issues. Disable it and your MTA will work.
