How come you are not running Windows XP Service Pack 3? That is why the installer is not working.

Run MTADiag again, but before exiting the program open an Explorer window and enter %temp% in the address bar. You should find a file called something like MTADiag-Log-2013-7-13_15-14-30.txt there. Open one and paste its contents to pastebin.mtasa.com and then link to the URL here.
