The 1.1.2 version you have is MTA:SA Race, for which you'll no longer find support on this forum. We suggest using 1.0.3. Here's a thread which may assist you in placing Race pickups using MTA:SA 1.0.3's map editor.
Yeah, definitely unfortunate that the game is almost completely inactive. Blame ASE going blind for that, since that killed the client's built-in server browser.
I can't improve sync without the client/server source. The only thing I could do right now is to rescan the memory addresses for every synchronized variable used by the SCMs and accessed by the client and compile a list of them. If an update were to be released then the updated list could be implemented which would likely solve many random desync issues.

No, I was just trying to figure out what you were trying to do; i.e. whether you're trying to actually play Race (and if it's Racemod by itself, we no longer support that; upgrade to MTA:SA 1.0.3 which has Race as a gamemode) or host a dedicated server.

Try going to Start -> Control Panel -> System -> "Advanced" tab -> under Performance, press "Settings..." -> "Data Execution Prevention" tab -> make sure it is set to "Turn on DEP for essential Windows programs and services only", press OK twice, restart your computer, and try launching MTA again.
Go to Start -> Control Panel -> Folder Options -> "View" tab -> uncheck "Hide extensions for known file types" and press OK. Then you can rename your file to .map.
