I don't find it annoying at all. It doesn't make the player easier to hit, as the player model is just as easy to see as the nametag. Also take into account that the nametag fades as the distance increases.

Go to your profile and look under the Registering tab. You should be able to change your username there (though I've never tried it).

Like Jon said, the plates can only be set when the car spawns (so the answer to your first question is no). It has nothing to do with players spawning. You'll find out more about this in the future.
