you can't turn off a router... you CAN however, make sure that port 2003 is open. (although I'm not really certain what that'll do... I don't know much about routers.) they replace the existing cars... a lot of it depends on the car you're installing. I suggest trying out a few english cars first, if you're confused... or read their instructions. It'll help a lot.

All I know about is GTA3 (haven't played vice yet) Yes, the ped's will be driving them... when you install cars, it just replaces the model, and sometimes the handling. Some cars use installers, and others you have to install manually using Spooky's IMG tool (forget the site). While you can uninstall them, it's usually a bit difficult/annoying. Some cars can't be installed at the same time. Very confusing/annoying.

Hmm... It's tough to decide either way. I'd say it's more the attitude/resposibility of the person that has more to do with their gang-creation abilities than anything (like, some of the MTA team have fewer than 50 posts, yet I'd trust them to be good )
