When you say 'lag for a few seconds', do you mean freezes? Does it happen in full screen and windowed mode?

Did you try the steps I listed? How did you disable Panda Security?

In the video, the freeze happens at 00:10, 00:11, 00:12, 00:13, 00:14, 00:15, 00:16, 00:17, 00:18

So it briefly freezes once a second? Does it happen on other servers?

Add the following to your firewall exceptions: C:\Program Files (x86)\Rockstar Games\GTA San Andreas\proxy_sa.exe If that doesn't help, try disabling the Panda Security 'webproxy' feature. And if that doesn't help, try (temporarily) disabling the Panda Security firewall.

I think they are cancelling your connection. Ask them why.

Something is blocking GTA from using http. Make sure your firewall is allowing gta_sa.exe

In the GTA directory, rename eax.dll to eaz.dll

Just to confirm this only happens on 'borderless' fullscreen modes?

Check your graphic card settings. Do you have vsync forced on, or triple buffering enabled?

Does it work in your VPS ?

MTA is installed in a strange place (C:\Windows.old\Program Files (x86)) Please reinstall MTA and choose the Default install location option. Also what anti-virus do you have?
