The chipset driver is not the same as the graphics drivers, please install them. Realtek updates their sound drivers frequently, so perhaps the bug has since been fixed. What was the bug you were experiencing? How come you have MTA installed into the "multiplayer" subfolder? Have you tried reinstalling MTA into a different folder?

Are you running the MTA installer as an Administrator? What is the entire path to your GTA:SA directory?

The log file shows no script issues on the server, so your FPS issues are caused by a slow computer. Make sure your graphics settings and resolution are set to lowest settings. See if this graphics driver will install.

Is there a timings.log in C:\Program Files\MTA San Andreas 1.3? If there is, can you paste its contents here?

Turn this setting on: Settings->Advanced->Debug setting->#0000 Log timing Play in the laggy server and after it lags for a few seconds, quit MTA and provide a new MTADiag log.

It's a false positive. Try updating your antivirus definitions and see if it is resolved.
