Do all servers in MTA lag? How about Map Editor?

Could you re-run MTADiag, and enter 'n' when asked if MTA works? It'll generate a log file and copy a link to it in your clipboard. Post that link here.

Windows should still have some sort of basic driver for your graphics card I believe. I don't understand why it's not installed. You checked Windows Update's critical, recommended, and optional updates, correct?

There are no drivers for your computer on Windows 7 from Intel. If there are none listed under Windows Update's recommended or optional updates, you're out of luck.
