If you start the map editor server separately, does it work?

Registry cleaners don't do anything except potentially cause problems. In MTA's case, there is absolutely no possible chance that a "registry cleaner" would fix anything. Please paste the contents of C:\WINDOWS\system32\drivers\etc\HOSTS in tags instead.

Is your GTA:SA modified at all? If so, then reinstall both GTA:SA and MTA:SA and try again.

Try it, then. I can't think of anything else to try at this time.

Please try reinstalling both GTA:SA and MTA:SA 1.1.1, ensuring that you install the server components of MTA:SA as well.

We do not provide support for running MTA:SA on Windows 8 at this time, due to the fact that it's still in development. Wait for an RTM (Release to Manufacturing, aka "final") build of Windows 8 if you wish to play MTA:SA, or install Windows 8 in a virtual machine or another computer to play around with and retain your current installation of Windows to play on.

Have you tried reinstalling GTA:SA?

It's probably on a sticker on one of the side panels of your PC, usually the left hand side when facing the front of the tower on HP desktops. There should be several .dmp files in C:\Windows\Minidump. Zip them up and upload them somewhere for me to analyze. The graphics & audio drivers installed properly.

Also, zip up the contents of %SYSTEMROOT%\Minidump so I can analyze Windows' crash dumps. What's the model number of your PC, too? The one provided in dxdiag doesn't help me.
