You've uploaded an m3u file, as far as I know that's a playlist file not a media file?
And if your game is crashing and you're using a no-cd crack (which isn't actually supported you know), did you not think about putting two and two together? Reinstall GTA:SA, then MTA, and try playing with the DVD in the tray. If it works then, you've found the problem.
As for the gatling gun, it might be a good idea to let people fire it out of the tank or a hummer since they are rare vehicles, but not out of all cars because it would be overused and would count as pretty much every kill.
You realise that gatling guns don't actually look like that while you're firing them, the only reason you could see where the bullets were going is because that shit was full of tracer rounds.
Did you try starting a new game after you put the mod in or loading a saved one? It's possible you'll need to start a new game rather than loading one when you try to play.
Haha that was easy, it was from a suite on the top floor but we managed to carry it down all 3 flights of stairs and out of the school without being stopped once, then we stashed it in a hedge and collected it after school. He still has it at his house, I'll try and get a photo next time I go round there.
In mIRC, press ALT+R and then ALT+R again and it should open up the Script Editor with the Remote tab selected. Click File->New, paste your script in there and then hit File->Save.
This isn't a server problem, it's a problem at your end. Something on your computer/network is blocking the game from accessing the MTA master server. That's where it receives the serverlist from. No access = no serverlist.
AdminPlus is an admin protocol similar to the standard admin, except for it sends more data such as player location, kills/deaths, car etc. It's useful for scripts which show detailed statistics, and must be enabled for a lot of RPG scripts, however it uses more bandwidth than the standard admin protocol.
It may also be listed under "Virtual Server" if you have a Safecom branded router. If you have Linksys WRT54Gx running OpenWRT, it's under "Firewall Rules" and if you have a Netgear WGR614 or similar, it's directly on the left under "Port Forwarding". I don't know about anything else.
