You don't even need MTA Setup.exe after you've installed, so I don't know why it would need Internet access for the server list to work As for printing the server list, that would be pointless as servers are constantly being added/deleted and the player counts are always changing every minute. You could print the list off now and within 10 seconds you could guarantee that it has already changed.
