doubt that, the sprike strips are hard-coded somewhere, and it would really be a feat to sync them as usable weapons. (notice you have not seen a SP mod of this sort..) wrong. PatrickW over at gtaforums released a mod that deploys stinger strips when you click, so it is possible.
