There is no anticheat on/off option in MTA:VC, he was refering to MTA:SA.

But i think that the host PC can't play.

If you want to play MTAVC over LAN with no active Internet connection, you need to open mta.ini and change the line "DontGetLatest=0" to 1.

For MTA:VC do what Jani said, open mta.ini and change the line "DontGetLatest=0" to 1.

For MTA:SA you need to disable the anti cheat updater in the server config if you dont have an active internet connection.
