I recommend you coping the file that has the binds saved on here: MTA San Andreas 1.5\MTA\config\coreconfig.xml just save a backup the file whenever it's fixed and replace it again if the trouble happen again

Maybe you're not having "Streaming memory" at the maximum value. - Head to Settings > Advanced tab / drag "Streaming memory" option to the limit. - Check again.
