Yes, IJs is hosting the irc server, but keep this in mind. This is NOT the old multitheftauto server, this is the NEW mta irc server.

If i understand your chatbox doesnt appear when you load mta first time, but then it works fine. F9 is the chatbox key, if you still having the problem try to update drivers, and if it dont solve the problem, reinstall mta. Hope i helped.

Thats why. Well you have my old problem, you must update you drivers for get the sound again working. There is a Bug with GTA3 and GTAVC where if the game crash with EAX activated, then EAX and the sound card will not be able to work again. btw, i had that problem too, i had a sund balster live, an audidy and now an audigy 2. ` So don`t worry, thats the solution, hope i helped you.

What is your sound card?

Maybe the problem isnt the files, did you check if your game recognize your soundcard?

what game are you running? btw, what`s you os?, system specs?
