Well about your first problem you probably were using an outdated install which was probably DP2.1, however you don't need to create an account in DP2.3 so I'd suggest to you to use that. About your second problem please mention which version of MTA you were using.

Server's problem in my opinion, I mean I've never got this or heard anyone getting it. This is MTA's streamer fault(correct me if I'm wrong) Yes I get this too. Not always but I get this too. About the server list problem, I've got it a couple of times in DP2, obviously this affects everyone at the same time.
