Rockstar Games EULA clearly says any reverse engineering, decompiling, disassembling or anything similar is strictly prohibited: But as I mentioned, Rockstar allows users to develop such modifications because it only helps them.

It looks more like the user doesn't know what he is doing and he's asking for help - I don't think that's negative feedback. VoltHost is, or was, quite known in SA:MP, most people had/have servers from them and I haven't heard anything of them there (while I played SA:MP, of course ). (By the way, Jaysds1 is not from VoltHost, as far as I am concerned) -
Getting libraries off the internet won't fix issues. Install the proper Microsoft Visual C++ redistributable. ...Let's Ctrl + V! D3DFMT_A8P8

No, it's a pain in the ass to scroll through thousand lines of code to find what you want. Whenever your file or function starts to get big, break it up in smaller, more understable, pieces. Libraries should be flexible and not assume the default output stream but rather let the developer do that, no matter the amount of outputs, unless it's some kind of internal log or such which the developer doesn't really need to know about (in this case, the output is actually accessible by the end-user).

In case you didn't notice it, the issue in the code was the use of the unknown variable thePlayer instead of source at getElementPosition.

You should organize the code in multiple files (one file per class?) & let the developer choose where to print the output of the function, and not print it directly to the chat box. Other than that, this seems fine.

I would only believe the words from Rockstar, anything not officially announced is fake to me, including these rumors of the PC release date. Google it and you'll find a few websites with completely different release dates. Reddit's famous post with pictures of 5 running on a PC is fake too.

It consists out of MAC address. Nowadays it is rather easy to fool the system and generate a new one. If I recall correctly, they are based on the hard disk serial number.

GTA still uses DirectX9. GLSL is OpenGL's shading language. DirectX9 does not support it.

Steam versions usually come with the latest game patch which won't work with MTA but you can easily downgrade it.

The developers are not allowed to request any money from users to use MTA. In addition, the project is already illegal by itself for the obvious reasons, but Rockstar leaves us alone unless we mess up with them. Not to mention that having to pay to play is just the worst idea I have heard. Official servers is most likely not going to happen either, developers have a life.

Please re-read the topic linked above because it explains my answer. Your approach to allowing custom game files will not fix any of the issues, they are caused by MTA and doing that will not help it at all. MTA:Eir is a project which aims to fix the Blue core code base and it's known as the mod which fixed custom models support - it allows to load whole custom cities without having to worry about unstability. The_GTA is commiting patches to MTA:BLUE and it might eventually merge with 2.0.

Won't it? I wouldn't be so sure. People assumed many things were just crazy ideas that couldn't ever be done, yet here we are today. Everything is possible. There is much to achieve yet.

You need to 'tell' the MySQL server to accept remote connections, via the cPanel or phpMyAdmin.
