Change the version in the upper right hand corner of the client, if that doesnt work go to your "GTA Vice City user files" folder (found in your My Documents folder) and delete the gta_vc.set file.

Ok well what you gotta do is in the the TEXT folder of your VC directory copy all the files except for the american.gxt file into the MTA folder in your VC directory.
