We've fixed this in the upcoming deathmatch mod, we will likely back-port the fix to race once it is out. The issue was in our network layer (that we didn't write).
I would not advise disabling anti-cheat unless you really trust your players. Anti-cheat will not make players time out and as far as I'm aware doesn't have any false-positives.

I'll warn you that we're changing the map format for dm quite a bit. It'll still be XML, but different. As such you might have to remake your map (or we may provide a converter).

Well, the sync will be worse for passengers as their latency is affected by their driver's. Can't be sure what the final result will be though.
We already have built in support for both dx8 and dx9, thats the most minor issue with back-porting to VC or 3. It'd be a big job, mainly because SA is so different to VC and GTA3, we'd lose a lot of features.
Its almost certainly a PC issue. We do stress the game quite a bit more than standard single-player does. As such, I'd suggest an upgrade... That said, the upcoming MTA:SA will be optimized more, so hopefully it will be less of an issue then.
It could be said that it gives you an unfair advantage to see further than other people. Ideally, we want everyone playing identical games, so I doubt we'll allow this. The only way we would allow it would be if servers could control it.
If you install MTA to a folder with files already in it, it is possible these will be deleted when you uninstall MTA. As such, install MTA to a folder that doesn't exist yet - or just use the default one.
We might look into solving it, but its hardly a "huge removal of functionality". Just prefix and suffix your tag with something else, or prefix the whole tag with another character, e.g. - or a space.

I guess the thing about the shooting around corners issue is that its more noticeable in an FPS style game than in GTA, because corners are there more, and you're often much closer to other players in FPS. As such, this shouldn't be a major issue in GTA - its certainly annoying to get shot around a corner!
You won't get kicked for cheating if you're banned, but you will if you do not have a clean GTA install. Reinstall GTA from scratch and you should be fine.
It takes a lot of work to do a mod for one game, we cannot be expected to do a mod for three or even two games. SA is a bigger step from VC than VC was from 3, as such its harder for us to support different games - certain areas of GTA changed considerably between the versions...
We would like to do GTA3 and VC again, but SA would seriously suffer if we did, it'd probably be anywhere between 3 months and a year of work to support both games again.
They could try, but they'd get hit with a massive law suit!

Its a good idea, but it'll never happen. Sorry. Feel free to vote, just remember that MTA will never do it - its technically very hard, it'd probably require a modded PS2 (which is illegal in most countries) and we've got more than enough on our hands as it is.
This has been brought up many times before (search for PS2).
As Blokker says, its possible, but it requires a fairly large ammount of knowledge about low-level programing and even more importantly a huge ammount of time. Consider that we've had a team of between 3 and 7 people working on MTA non-stop for 3 and a bit years and we're nowhere near finished!
